Three documents you need before you pour a bag
Playground surfacing may be reviewed against CPSC guidance, applicable ASTM standards, product test documentation, and local or owner requirements. Confirm the documents required for the specific site before ordering material.

ASTM F1292 requires playground surfacing to limit head-impact severity (HIC ≤ 1,000) and peak g-force (≤ 200 g) when tested at the equipment's specified critical fall height.
Fall height drives depth — not the other way around
ASTM F1292 grades a surfacing system by its tested "critical fall height." Required depth varies by material, product, substrate, and equipment fall height, so a generic depth cannot establish compliance.

Engineered wood fiber, loose-fill rubber, and unitary surfaces are rated as product systems. Use the current product documentation and its ASTM F1292 critical-fall-height rating rather than assuming that one material name or nominal depth is sufficient.
Calculating use-zone area (where the mulch actually has to be)
The CPSC handbook defines use zones by equipment type. The surfacing footprint is not limited to the area directly under the equipment, so calculate it from the current handbook and the equipment manufacturer's layout.
- Measure the equipment footprint (length × width of the structure itself)
- Add 6 ft to each side for stationary use zone
- For swings: add 2× the chain length to the front and back use zones
- For slides > 4 ft tall: add 4 ft beyond the slide exit (CPSC §5.3.4)
- Sum total area, then × compacted depth, then × the 1.25 install factor for settlement
The U.S. CPSC Public Playground Safety Handbook specifies a 6-foot minimum use zone in all directions around stationary equipment, extending to 2× the swing pivot height in front of and behind swings.
Inspection and refill cadence
Safety work does not end at installation. Follow the surface manufacturer's inspection and maintenance schedule and the current CPSC handbook; displaced, contaminated, compacted, or depleted loose fill may no longer perform like the tested system.
- Daily/weekly: rake high-wear zones (slide exit, swing landing, climber base) back to spec depth
- Monthly: measure depth at 4 fixed marker stakes; log readings
- Quarterly: full visual inspection per ASTM F1487 checklist
- Annually: top-dress to nominal install depth; retest HIC at 3 random points if commercial
- Every 5–7 years: complete EWF removal and replacement (fiber breakdown reduces attenuation regardless of depth)
